What does this product or service mean?
Some countries have requirements regarding the validity period of your passport at the time of entry or departure. For example, your passport must be valid for at least 6 months upon entry. Ask your travel agency, the embassy, or the consulate of your destination country and any countries you’ll be traveling through for more information.
You use a passport to prove your identity. You must do so when traveling abroad or when visiting a doctor or hospital. Everyone 14 years of age or older must also be able to show a passport or ID when asked by the police.
Not only when applying for a passport, but also when one parent or legal guardian travels with a minor child (under 18), you need permission from the other legal guardian, if there is one. Check rijksoverheid.nl to see if you need permission.
Minors in the Netherlands are always legally subject to parental authority because they lack legal capacity. This authority is the legal power to make decisions on behalf of the child.
- Parental authority: This is exercised by the child’s legal parent(s).
- Guardianship: This is exercised by someone other than the parents (for example, family members, a guardianship agency, or a foster parent).

Validity
If you are 18 years of age or older, your passport is valid for 10 years. For anyone under 18, a passport is valid for 5 years.
Home Visit
You may be unable to visit the Civil Affairs Office to apply for an identification document due to a physical (or mental) disability. In that case, you can request a home visit. Before the home visit takes place, you must contact the Civil Affairs Office. If you are eligible for the home service, a Civil Affairs staff member will visit you by appointment to process your application for an identification document.

The application must be submitted to the municipality or public entity where you are registered in the population registry.

Here’s how to apply for a passport:
- Visit the Civil Affairs Department
- Bring all your travel documents, even if they have expired.
- Bring one color passport photo that meets the guidelines.
- Have your fingerprints taken.
- Pay for your passport when you apply.
To apply for a passport, children under 18 must have permission from all legal guardians.
There are two options for this:
- A parent or guardian accompanies the child to the Civil Affairs Department to submit the application. The parent or guardian must provide proof of identity. The other parent or guardian must provide written consent. You will also need a copy of his or her identification.
- If a child comes to the Civil Affairs Department without a parent or guardian, both parents or guardians must give their consent in advance. Are the parents providing written consent? If so, please bring the written consent and copies of the parents’ or guardians’ identification documents with you.
Lost or Stolen?
Has your passport been lost or stolen? You do not need to file a police report. Report the loss to the Civil Affairs Department as soon as possible and apply for a new travel document.
