Certificate of Good Conduct (VOG)

A Certificate of Good Conduct (VOG) is an official document. This document demonstrates that your conduct does not pose an obstacle to performing a specific task or role. You can apply for a VOG with the Governor of Bonaire.

What should you pay attention to?

Please note! You can only apply for a VOG if you are registered with the Civil Registry.
If you are not registered or do not have a permanent place of residence or domicile, you cannot apply for a VOG.
If you were registered on Bonaire in the past, you can apply for a VOG for that period

A VOG shows that you have not committed any criminal offenses that pose a risk to the purpose of your application. The Governor will review your application.

Some criminal offenses are relevant for one position but not for another.

If you have no criminal offenses that are relevant to the purpose of your application, you will receive a VOG.

You may need a VOG for:

  • employment;
  • volunteer work or an internship;
  • foster parenting or adoption;
  • membership in a shooting club;
  • an application for a (firearm) permit.

In some cases, it is required by law to submit a VOG. Even if it is not required by law, an employer may decide on its own that a VOG is mandatory for a position.

You cannot apply for a certificate to screen yourself, friends, or family members.

The VOG is issued in:

  • Dutch, with an English supplement
  • Spanish, with an English supplement

You cannot request a copy of a VOG.

When can you apply for this?

Age Requirement for Applying for a VOG

You can apply for a VOG starting at age 12. For individuals aged 12 through 17, the application must be accompanied by the signature of a parent and/or guardian.

Fees

The fee for applying for your VOG must be paid before submitting the application. Your application will not be processed without payment.

How do you apply for this?

You can apply for a Certificate of Good Conduct (VOG) with the Governor of the public entity where you are registered. There are two ways to apply for a VOG: in person or via email.

1) In Person

Print the application form. 
You can also pick up the form at the Governor’s Office.

Fill out the first page and sign it. Have your employer or the person requesting the VOG from you fill out, sign, and stamp the remaining pages.

You pay the fee of $10 and provide proof of payment (no screenshots!).
Please note: the proof of payment must show that the payment has been completed.

You can submit the form on:

  • Monday: 8:30 a.m. – 11:00 a.m. and 2:00 p.m. – 4:00 p.m.
  • Tuesday: 8:30 a.m. – 11:00 a.m. and 2:00 p.m. – 4:00 p.m.
  • Wednesday: 8:30 a.m. – 11:00 a.m. and 2:00 p.m. – 4:00 p.m.
  • Thursday: 8:30 a.m. – 11:00 a.m. and 2:00 p.m. – 4:00 p.m.

2) By email

Download the application form.

Fill out the first page and sign it. Have your employer or the person requesting a VOG from you fill out, sign, and stamp the remaining pages.

Email the fully completed application form along with proof of payment for the $10 fee (no screenshots!) to:

VOG for emigration, a visa, or work abroad

Special rules apply for emigration, a visa, or a work permit abroad. It is not always possible to obtain an application form that has been completed and signed by a foreign organization.

In that case, you may fill out the application form yourself.
You must also submit an additional document stating the purpose for which you need the VOG.

Can someone else apply for a VOG on my behalf?

You may only have someone else submit your VOG application if you authorize that person to do so. The authorized representative applies for the VOG on your behalf at the Office of the Governor. When submitting the application, the authorized representative must also provide the following documents:

  • A copy of the authorized representative’s valid passport or ID card;
  • Letter of authorization

Picking up the VOG

The VOG must be picked up in person:

The VOG is not sent via email. 

When picking it up, please bring:

  • your proof of submission;
  • your identification.

Is someone else picking up your Certificate of Good Conduct (VOG) for you? If so, the authorized representative must bring:

  • the authorization form;
  • a copy of your ID;
  • the proof of submission;
  • the authorized representative’s ID.

Pickup is available on:

  • Monday: 8:30 a.m. – 11:00 a.m. and 2:00 p.m. – 4:00 p.m.
  • Tuesday: 8:30 a.m. – 11:00 a.m. and 2:00 p.m. – 4:00 p.m.
  • Wednesday: 8:30 a.m. – 11:00 a.m. and 2:00 p.m. – 4:00 p.m.
  • Thursday: 8:30 a.m. – 11:00 a.m. and 2:00 p.m. – 4:00 p.m.

How long does it take?

De behandeling van uw aanvraag duurt ongeveer 5 weken.

Let op: na afhandeling van uw aanvraag heeft u 4 maanden de tijd om uw VOG op te halen. Na 4 maanden wordt deze vernietigd!

U moet zelf navragen of uw VOG klaar is en deze persoonlijk ophalen.

What does it cost?

Applying for a VOG costs $10.
You must pay this amount before submitting your application.
Your application will not be processed without payment.

You are paying for the processing of your application, not for the VOG itself.

Do you disagree with the decision?

If you disagree with the decision, you may file an objection within 14 days.

What do we do with your personal data?

When you submit a request or report, the Public Entity of Bonaire needs your personal data. The Public Entity of Bonaire handles your data with care.

The BES Personal Data Protection Act specifies how the Public Entity of Bonaire must do this.

The most important rules are:

  • The Public Entity of Bonaire only requests data necessary to process your request or report.
  • They record and process your data securely, confidentially, and with care.
  • Your data will only be used for the application or report, or for something directly related to it.
  • Your data will not be retained longer than necessary for the application or report.
  • Other organizations will only receive your data if required by law.
  • You may ask how your data is being used and what happens to it.
